The United Methodist Church moves on to the third millennium in general and to the 21st century in particular. The journey of faith includes men and women, young and old, learned and uneducated, rich and poor, without ethnic or dialectical specific perspective. It runs through time and events without the benefit of planned choice, except for the gift of response in belief and grace. The people of God are blessed with serenity and peace in the hands of the Almighty. So it moves. So it leaves footprints that could be a guide to the lost and the confused. This work could be one of the prints of time, and it should be, to the benefit of those who are coming and are following the path of our cherished dreams in faith. Join, therefore, this journey of mercy and grace from our Lord.

Earned the following: Bachelor of Arts, Magna Cum Laude, Philippine Christian University; M.A., Speech Communication, University of Hawaii (as exchange scholar of the East-West Center); Ph.D., Higher Education Administration, Arizona State University (where he served as faculty research associate and administrative assistant to the Dean of the College of Education). Joined Pamantasan Ng Lungsod ng Maynila (University of the City of Manila) where he held the following positions: Vice President for Academic Affairs; Director of Research and Institutional Studies; Director of American Studies Program; Chair of the College of Deans; and served as OIC the university on several occasions. In 1987 he had served as Executive Vice President and Dean of the Graduate School of the university. He was elected as President of Pamantasan ng Lungsod ng Maynila on July 1, 1989. He resigned as President on May 1, 1990 to become Undersecretary of Education, Culture and Sports. As Undersecretary for Higher Education and Culture, he had served as Chair of the Board of Higher Education and Vice Chair of the President's Commission on Culture and Arts. He resigned his post after more than one month in the office. On June 22, 1990 he was reelected as President of PLM. He also served as Chair of the Board of Regents of the university. He had served as Vice President for Academic Affairs at the Philippine Christian University.He attended services and served in the Administrative Board at Marikina UMC. He was chosen as one of the Ten Outstanding Students in the Philippines. He was one of the first consecrated diaconal ministers in the conference. To date (2004) he is president of PLM.
